This is during the government shutdown so the native american is criticizing washington and its practices there is symbolism through the use of a newspaper.

In the halloween cartoon the NSA's spying is made fun of by a trick-or-treater dressed as a spy with NSA on thier coat. They have spy equipment and the person makes a comment on how they can still hear the other people, which is irony due to the NSA's questionable practices.
